Supplement To Testimony on Briar Chapel Application for Water Quality Certification
On December 13, 2005, the North Carolina Division of Water Quality (DWQ) conducted a hearing on Briar Chapel's application for certification for its construction. One day before the hearing, the Fearrington Homeowners Association received a copy of a letter from Kilpatrick-Stockton, representing the developer of Briar Chapel. The Board did not have time to review the position of the developer as contained in this letter prior to the hearing. Subsequently, on January 11, 2006, Mr. Sommers faxed the Board's response to the developer's position as well as additional comments on the DWQ's approval process and water quality and sewage treatment in Chatham County to the North Carolina Division of Water Quality. This supplement to his previous testimony is provided here.
